Faulty temperature sensor

My CPU fan constantly goes at max power, so it's pretty noisy. When I go to BIOS settings it says that my CPU temperature is everything from 70 degrees celsius to 88, and I know it's not really that hot, since I have water cooling, and I've carefully felt it, and it's only warm.

As far as I remember it has always been like this in the 2 years I've had the PC, I've just never really cared about the noise until now. My CPU is a Intel(R) Core(TM) i7-4770k CPU @ 3,50GHz and my CPU cooler is an antec h20 650 liquid cooling.

If it's faulty, there's not much you can do. Still, processor could run hot even under water liquid cooler if heat transfer to block/pump is not best.
