Does this make everything lighter so you can carry more (what I
thought), or is it the same result as "slowfall"?

It doesn't seem to do much, but maybe my alchemy potions aren't
working very well.

Yes it does, but its nowhere near as useful as fortify strength. Have
yet to find a good use for "feather" at all, in fact

Feather potions are easy to make and I always carry a few around to
help with loot gathering. Say I'm in a cave with a whole bunch of
crates around with good stuff in them. I load up until I'm
overburdened, but there is one more crate just out of reach. I take
a Feather potion to get to the last crate, load up, then Recall and
dump the loot. Or say that I am in a cave with heavy, but valuable
loot stashed all over the place. I pick out a central dumping place
and use Feather potions to get the loot gathered, then pick it all up
and Recall out. I realize that you can do the same with Fortify
Strength potions, but I find them much harder to find the ingredients
form. The Belt of the Orc Lord is a very useful enchanted item.

Making exacting spec weightless items in the editor seems to be the only
good use for it.

Using feather instead of fortify strength to carry extra loot is less
damaging to your weapons and you. If you jump off a cliff with a 500#
burden you will take more damage than jumping off the cliff with the
same burden but with a 100 pt feather spell.
