If a PSU does not come with a written sheet of specification numbers, then it need not have those features - even if claimed in a sales brochure. One feature, often 'forgotten', is RFI protection. Because most who recommend a supply would never know that is missing. Simply place an AM radio, tuned to a very distant station, adjacent to that computer and supply. If the supply is missing essential functions, then it will also interfere with AM reception.

Tier is a subjective term. Popular because so many do not know what a supply does and do not demand spec numbers. Capacitors are often blamed when other internal components fail just as often. But the defect is not visually seen on other failures - so other parts are not blamed. Most PSU failures are due to manufacturing defects. But any minimal supply must state, in writing and with spec numbers, that required functions exist. Otherwise they need not exist. You need not even know what spec numbers mean. But others, who even rate 'tiers', cannot provide an informed recommendation when written specifications are withheld or missing.
