Question feel like my pc is under performing need help

gpu rx 7900 xt
ram 32gb 3200hz
psu 850watt
mobo rog strix b550-f gaming wifi II
monitor 1440p 144hz

recently i put a rtx 4070 in my pc from a rtx 3060 ti and i feel like my around that time my pc has been slower when it come to gaming and for that reason i went and got a rx 7900 xt and i feel like its still below the fps i should be getting in a given game like destiny 2 i cant get to 90 on medium preset on 1440p and on MW2 i get between 70 to 120 fps on balanced preset on 1440p and on apex i get between 80 to 120 fps with every settings on low or none on 1440p and i wanted to know if anybody know whats going on or if you guys have any suggestions
 
If you want to get to the bottom of something like this you need to run hardware monitoring software while playing games/running benchmarks. HWInfo, HWMonitor and MSI Afterburner are the ones I'd generally point towards first as they can give detailed looks at power usage, clock speeds, core usage, temps etc.

Even though it's super basic I like using 3dmark as a starting benchmark because you'll be able to compare CPU/GPU performance to other systems with the same ones. This isn't perfect by any means but if something is far off where it should be it will be obvious.
