So I have an i7 9700 intel @ 3.00Ghz.... but it runs like trash. I cannot even play games like Starbound without the RAM slowing down. The video card is average its an RTX 1650, but isnt bad. I tried going into overclock in the BIOS but it is locked, woth no way to turn it on. I cannot access xmp either. Do I have to buy a whole new motherboard.... or is there anything I can do?

Overclock ram?
You have 2666mhz ram and it is operating at 2666mhz.
There's no overclocking room for it.

You want a better gaming performance? Get a better graphics card.

Without K that CPU is locked for OC, are you sure it boosts to 4.7GHz when under full load ? XMP should still work if RAM has it. If RAM is 2133MHz there will be no XMP.

1)Cpu and gpu thermals?

2)All drivers updated from Dell's website? Chipset, sata, lan, vga, audio?

Uhm, I'm not sure about the CPU and thermals, not sure how to reach those. All the rest, couldn't I do through device manager? Should I go to their website, and is there an "update all" option. Or are their specific things on their website I should look for to make sure I am up to date?

Hi sorry to ask this kinda silly question but...

Is your display (monitor) plugged into the GTX 1650 back ports?, or Did you plugged the display to the motherboard output?

I believe my monitor is plugged into the 1650. I have an HDMI that runs to my TV that is connected to the motherboard one. Don't know if that's relevant, but I usually use the monitor. And the TV port only rarely.

Okay, thank you I figured the ones you listed were key. I'll try to update them for sure.

Here are the thermals:
GPU 30%
CPU ~40%
( says CPU package 39%, CPU IA core 40%, CPU GT Cores 40% - all fluctuate between 39 and 40%)

Yes, Celcius sorry. And no it wasn't the max. They're now at like 65 degrees for the CPU, but GPU is at 30. Sorry for all this, thank you for the help. Is there a way to get a static median temperature, or will it always be changing? I registered my PC on DELL and am updating drivers and then all the stuff you said, as well.

It's always changing, but that's why the minimum and maximums are there.
Is that how hot they get in game, or just on the desktop? We need in game thermals.

The clock icon at the bottom-right corner of hwinfo can be used to clear all current readings.

Temps are a bit warm but within safe limits so I don't think those are the issues.

I'd like to make sure your system is using the 1650 and not the iGPU on the CPU.

In the picture below where it's circled in red there should be ports such as HDMI. One of those are the connections you want to use, not the vertical ones on the motherboard. (Couldn't find that model with a pic that had a dedicated GPU in it).

Next make sure the 1650 drivers are up to date, if they are older then it can cause performance issues. Install then new drivers.

Lastly you stated this computer is connected to a TV. Is it a 4K TV by any chance? If so the GTX 1650 isn't even remotely good enough to run the new Star Wars games smoothly.

Yes, so I have my monitor hooked to that. The one you specified in red. The other HDMI I have to the motherboard, I barely use, it's an HDMI cable that isn't connected unless I want to put my desktop on PC. The driver "isn't" up to date, but I do update it typically but it doesn't help the problem.
So it's not temps, but 82 is high for just a GTX 1650...

Between the 2 HDDs, which one is the OS on, and which on is the game library on?
I have the game installed on the PC itself (for Jedi Fallen Order). Starbound is on my Steam and installed on the Portable HDD I believe. But I play other games off Steam on the HDD like Dead by Daylight, Overwatch, stuff like that, it is flawless.
Disable integrated GPU in BIOS and connect all your monitors to graphics card.
