Question Fiber optic network service. Frequent disconnection. Upload ping 4000+, download ping fine. What could be the cause?

So i have a fiber optic network service 20 mb connection. Everything has been fine for years but now i am facing frequent disconnection and low quality Internet randomly throughout the day. When I check my speedtest Upload ping is 4000+, download ping fine.
No packet loss. But Internet is down for a 1 minute and back up again 5- 10 times a day.

I have contacted the customer service but they say that their system is showing optimal line service.
I tested speedtest with only one device connected in isolated manner to check if it is a bandwidth problem. Upload ping is still high when only on device is connected.

I had it for 3 weeks. Customer service just denies the problem exist because their end is clear.

What could be the causes for such high upload ping?

Your upload speed is always going to be slower than your download speed unless your ISP offers you a package that has specifics. That's usually the only case where they would get close to each other. Make sure you don't have anything close to your modem/router, etc. to prevent any environmental issues from coming into play as well.
