FIFA 19 lags badly

I am using a Ps4 and a Philips 43PUS6162/12 4k TV. My issue is that FIFA games lag because of my TV and I can't figure out why. The same thing was The issue with FIFA 18 but then I turned off all "extra features" and it worked, no frame drops from then on. Now, even though all these features are disabled and The software is up to date The game is still laggy. Frame drops mainly occur after cutscenes because during cutscenes The fps is 30 and It stays like that during actual gameplay then It suddenly goes up to 60 and after an other cutscene It is 30 or even below again. I can't figure out what could be The issue but it's annoying as Hell.

Does your television have a "Gaming" mode (Should be in the picture options like Standard, Movie, Dynamic e.t.c) Modern TV's can improve refresh rates for gaming purposes......... Have you tried your console on another TV ?

Yes there is a gaming mode and it's turned on. I also tried on different TVs and it was fine on other Tvs!
