File deletion safe?

I'm trying to clear some space on the c: partition and am wondering if the $NtUninstallKB and $NtUninstallQ subdirectories (23 of them) in the \Winnt directory can safely be deleted. And since I wouldn't consider uninstalling SP6a, how about $NtServicePackUninstall$ ?

It explains how hotfixes are applied (and at the bottom of the page) how to
cleanup afterwards, including removing the 'NT$Uninstallxxx' backout files.
