File Explorer crashing at odd times

So Ive noticved that I can't get to certain settings on win 10 anymore because trying to access the settings causes the file explorer to crash and restart.

For example, if I try to access my network and sharing center by either right clicking on the item in the tool bar or by navigating there through my settings, upon clicking on it, it causes a freeze up for about 1-2 seconds, then my screen briefly flashes blue, and the task bar re-loads (or thats what it looks like its doing) and then everything goes back to normal. but my network settings that I wanted to access remains inaccessible.

Any other programs I am running, chrome, steam, etc. are not effected by the crash in any immediately visable way.

I have tried running scf /scannow and it did not find any corrupt/missing/damage files.

does any one have any adivice on how to fix this/work around this until another win 10 update?

I've had a similar issue with the file explorer crashing while trying to use the file explorer but that seemed to just go away after rebooting.
