File Explorer keeps Popping Up and Stacking.

I tried following this Windows 10 Guide but it seems I'm missing something. Ending Task on task manager will definitely stop it but after starting up the PC again, the issue will still occur and all guides I found online are saying the same thing. any other method? I will really appreciate.

You may want to start at the beginning here, system specs, what happened before this issue started? Does it happen with another keyboard and mouse? Does it happen in Safe Mode?
