My desktop is cat5e wired, pushing 100mbs sending during file transfer, and my laptop WAN is pushing 100mbps receiving, but the file transfer speed is showing only 10mbps. why? is there a way to get the entire 100mbps?

Your bandwidth is measured in "megabits" per second, whereas actual download speed is measured in "megabytes" per second.

It takes 8 megabits to make a megabyte, so in your case, 100 megabits divided by 8 = 12.5 megabytes per second.

Allowing for network congestion and other factors beyond your control, 10 Mbps is about right.

makes a whole lot of sense, the only interesting part is what is even the need for that. gets into another issue of america SAE tools and the rest of the worlds metric... there should only be metric... but that is another issue
