Files can't be encrypted??

I'm trying to encrypt files but the "encrypt contents to secure data" option is grayed out. Tried a guide already (thewindowsclub.com/encrypt-contents-to-secure-data-option-is-disabled), followed the steps exactly but it's still very broken.
