Files constantly being removed from hard drive - Arkham City fatal error

I've had Batman Arkham City on Steam for about two years. It worked fine before transitioning to Windows 10. Ever since Windows 10 i couldn't get the game to work properly and it seems to be the one game that will not function in my steam library. I've restarted steam, re-installed the game, verified game integrity etc. I've done a lot of research too to see what the issue could be but no help. Every time i verify the game files however, 42 files seem to be missing and they download when verifying but then disappear every time and within seconds. I have no idea why this is, but its the files vanishing seems to be why the game will not work properly. I've even tried installing the game on several different hard drives and disabled any anti virus programs that could be blocking the files but nothing seems to work. I just need to find a solution that stops these files from disappearing. I would be greatful for any help.
