Question Files in my Local drives ?

I noticed my Local drives C and F both have Windows program files, since my OS is in my ssd (C) is it safe to delete those files that is in the (F) drive? Since my OS is in the C drive is it safe to delete the same files that is also in my F drive to free up some storage?
