ive posted this a few times on the ltt forums and thought i should get a opinion on here
it will be used for streaming on the weekends, minecraft, roblox, fortnite, and cod

Since you are streaming, i would advice you to stretch and get the 5800X3D.

The Arc 750 could be a good deal for the price. Check the gaming benchmarks for the games you play and decide.

If you cannot stretch your budget, the changes suggested by @Why_Me is the best advice.

The Teamgroup SSD has horrendous random read/write performance. The RMe is a much better choice compared to CX.

I'm guessing the 5700X would suffice for streaming.

Probably because they are working under a budget? If they can find a 3800X for under $150, then it's questionable whether it would be worth spending more than twice as much for a 5800X3D. A 5700X would probably be a good option though, considering it can be had for just $193, while being all-around faster than a 3800X.

One thing that might make me hesitant about that 3800X is that it's sold by a third-party that ships from China. And that could potentially mean a long delivery time of a few weeks or more, along with increased potential for complications if anything is wrong with the hardware. It also appears to be an OEM chip that doesn't include the stock cooler that would normally ship with a 3800X. A 5700X, by comparison, should ship direct from Newegg or Amazon, for only around $50 more.

It's also probably not worth spending so much on fans, especially considering the case comes with two decent 140mm RGB fans that would likely provide adequate airflow on their own. The extra $90 spent on case fans and a controller likely isn't going to contribute to performance in any perceptible way.

ive changed the cpu to the 7 5700x and the psu to the rm750e and the cooler to the ag500 bk argb, but he wants it to look good so he agreed on keeping the 4x fractal design aspect 12 fans
