That would depend on which core you were buying. In reality, the model
numbers really don't mean much. Usually, if you plan on overclocking, the
cheaper the better.

Newegg has the 3200+ for $190 and the 3500+ for $219.

Yes, spend the $29. As far as head room, you'll gain more with the 3200+,
but ultimately your ceiling will likely be the same with either chip (and
just as random).

Or try to find a 3700+. This is a San Diego core (1 MB L2 cache), and goes
for less than $300.

Personally, I'd save up a little more and buy a 3800+ X2 for $375.
