[SOLVED] Find the bottleneck

Guys - I need help,

I can't figure out what is the bottleneck in my system:
CPU: i7 6700k
GPU: Gigabyte GTX 980
RAM: G.Skill 16GB @ 2133 MHz
SSD: Intel 540s Series 1.0tb M.2
Monitor: Dell S2417DG

TL;DR disable HPET (High Precision Timer) and VT-d (some sort of "GPU passthrough") in bios.

Maybe my question is not phrased correctly. Why am I getting such low fps?
GTA used to run smoothly, but now I am getting 40-50 fps when moving the mouse for instance.
I get higher fps when driving but still it's not what it used to be.

Check your settings. Maybe try turning down some of the settings that could be causing low FPS.
