Finding Radac's Ghost to Enchant TrueFlame

I've got Trueflame and the Pyroil Tar but cannot seem to find Radac's Ghost
in Radac's Forge to re-ignite the sword.

Any ideas?

There are two separate rooms in Radac's Forge. Radac's Ghost is in the
larger one, close to the hallway with the two ventilators hanging from the
ceiling. He looks exactly like a standard dwarven spectre, so be sure not
to kill him accidentally.
