Finland in the rules

The rules (at http://www.wizards.com/avalonhill/rules/diplomacy.pdf)
list Finland as being independent, but every version of the map I've
seen (except those with the sensible deviation of not showing
nationality for *any* non-supply-center) shows Finland as part of
Russia. Has Hasbro changed the (meaningless but official) status of
Finland, or are the published rules just incorrect?

If you use the current edition of the rules, the distinction is not merely
academic. Civil Disorder disbandments (including disbandments in lieu of
illegal disbandments submitted by a player) are now to be made by
calculating distance to nearest province in the "home country", *not* the
nearest home supply center.

For example, under all of the previous editions of the rules, Russia would
disband F Fin before F GoB (equal distance, then alphabetical order), but
under the new edition, F GoB is disbanded before F Fin.

Finland was autonomous in 1901, but its Grand Duke happened to be Tzar
of all the Russias.

Uggh, another monstrosity in the Hasbro rules, I forgot about that one.
The "country" doesn't supply units, SC's supply units, I think that
is a very poor rule!!

Under all previous editions, it was distance to home Supply Center.
The status of Finland (and for that matter Albania and North Africa)
was irrelevant, since they were not Supply Center provinces.

In each revision of the rules, a number of problems get fixed, some
problems are ignored, and a few things get made worse. I agree with
you. This is one of the things that got made worse.

But under previous versions of the rules, wasn't Finland part of Russia?
If so, GoB would still have been disbanded first. Obviously, there are
other places on the map where the rule change would change play. But in
this case, it seems the map change and the civil-disorder change
counteract each other.
