Is there a way to only allow a program to connect to LAN but not the actual internet, is there a software that can do that?

In router, reserve a static IP against the MAC address of pc's network card.

Then setup a firewall route to block port 20,21,80,8080.

Of course, this only works for people who don't know how to get around such things
