First Boot no video

So basically I boot up all fans come ome, including GPU fans then GPU fans turn off everything else stays on, I just get no video, I have skimmed through the sticky thread looking for no video solutions but most seemed to be more for no boot issues.

While waiting I booted with no GPU and one RAM and got video
 
Do you have the motherboard speaker connected?
Are you getting any Beeps?
The speaker usually comes with the case and is your first tool in diagnosing non boot problems.
Not getting video is a no boot problem.
Have you tried booting without the video card installed and the monitor connected to the motherboard?
Did you connect both PCI-E power cables to the video card?
Did you connect the 12v ATX/EPS power connector to the motherboard along with the 24pin power connector?
 
So I narrowed down the problem to i just get no video when my GPU is plugged in.
Should I continue with setup (installing OS) without GPU plugged in?

I do Have the motherboard speaker plugged in and I do not get any beep codes.

I do have both power cables connected to the GPU

Is the 12v ATX/EPS Power connector the one the CPU uses? IF so Yes. And yes to the 24pin Power Connector.
 
Yes you can install the OS and motherboard drivers while using the onboard video.
Your video cards has 2 DVI connectors.
Some will only initialize only one during boot and the second one will become active once windows is installed as a second or third monitor.
Try using the other port.
 
You slightly misunderstood.
A lot of video cards will only show video on 1 port while booting.
Meaning you have to have the monitor connected to DVI #1 to get video during boot.
Try connecting the monitor to the other DVI port to see if you get video during boot.
The other port only becomes active after you have booted into windows and set up a Dual monitor configuration, or the OS/drivers detects the monitor connected to DVI #2 and activates it.
 


You might not have things connected correctly or a bad card, or cable and/or the like in the video chain. Graphics cards are the biggest headache in PCs. Have had a bunch of "new" bad cards. When we get a good one we try to not upgrade. Maddening on a new build. Either the card works right away or it doesn't. If one doesn't work, it goes back immediately. Do you have a test card you can use?

99% chance a bad card. Try reinstalling it. If no go, AMF! It is only a graphics card.
Meanwhile use the internal graphics. "but he PC is fully functional when the GPU is not plugged in."

That is normal for that card.
Once the card bios initializes the fans turn off until it reaches a certain temperature. Depending on model the fan will start to spin once it reaches 40-60 degrees celsius. Each manufacturer sets their own fan start up temperature depending on model.
