First boot

hello i finally started up my pc yesterday here are my specs evga 790i ftw,q9400,coolermaster cosmos and v8 cpu cooler,corsair ddr3 dhx1600 4g,segate hd 500g,wd hd 250,samsung cd dvd,coolmax cu700 w, no os installed yet i only wanted to make sure that all fans were operating and that i got power to system
at the end of bootup i got this mess nvidia boot agent pxe-e61 media test failure check cabe pxe mof, also noticed one of the fans connected to mobo wasnt working but if i connect to psu works fine,and lastly i cant seem to turn comp off using panel connection any suggestions? thank you

edit:it can be because of that the computer is not finding an operating system,so it is trying to boot to the network.so put the os cd and boot from it and i think your problem will be solved also update the bios to the latest one
