okay one problem at a time
1. no display when booting; you provide no information about your build parts (motherboard and video card, memory etc) so difficult to pin something down, but I will suggest if the main board has an integrated video on it, and your monitor is currently plugged into an external (additional video cards such as an NVidia 1060 for example) I would plug it into the main board video plug first, and reboot the pc
with luck you will see your bios boot on screen
2. video card fans not spinning at start up is not uncommon, its not even warm yet
3. system fans usually are controlled after bios boot up, do you mean cpu and power supply fans are not spinning ? or just case fans

Are you 100% sure you have the CPU fan in the CPU fan lead and not a system fan lead?
Are you 100% sure you have 100% of the case leads in the right spot? They could be on the right "line" but their polarity could be mixed up. - on the plus and vice versa.
Is the RAM modules plugged in the right slots? Some require certain slots if they won't all be populated(Usually 1(closest to CPU cooler) and 3).
That link says ram RAM – Crucial 8GB Single. That's wrong. It's a dual channel board. That means two slots need to be populated for correct performance.
Have u tried a cmos reset?

I found my cmos pins, however arent they supposed to come with a cover so i can reset, is this what is causing my issue.
Not all motherboards come with a cmos jumper. That is a possibility. DO I think it's the cause? No. Could a cmos reset help? Possibly. It's a dual channel board but you are running in single channel mode. Shouldn't prevent boot but you need another module to complete the circle of life. They run in tandem so that stick is running at half speed. You can also reset it by removing the power cord from the PSU. Turn the PSU off. Press the power button. TOuch something metal and remove your cmos battery. That is another way to take that dog for a walk. Press the power button. Put the battery back in. Put the side panel back on and plug in your power cable. Turn on PSU(if switch is available). Try to power on. I am thinking it's some motherboard leads or the motherboard or PSU might need to be RMA'd I do not know.

yes you have...... But was the gfx card still plugged in?
Did your motherboard come with a speaker? Is it correctly plugged in? It may be screaming something but if it has no voice...
