First build, need some help

I'm trying to build a computer that will be used mostly for gaming, general web browsing, and maybe some blender animations (if I can find the time to learn to use it). I would like to be able to play games on high or ultra, but I feel like that's asking a lot considering my $650 budget and the fact that an OS is needed. I've used pcpartpicker and come up with this build:

I tried to pick parts that were rated good. The PowerColor 7850 also has a rebate that brings it down to $99.99, but I just put in retail price. I actually came under budget, but I was going to buy most of the parts from Newegg, as some of my buddies have had good experiences from their site, so that will bring up the final price some. Does this build look good, or are there better builds to be made with my budget? If anybody has any suggestions or thinks this will be good for my needs, I'd like to hear from you.

I gotta have an OS in their too. That build would be nice, especially that R9 270x, but with windows 7 added in its over $700 dollars. Thanks for taking the time to put that together though. Maybe I should wait until I have more cash, but I'd like to get one now and upgrade later when I have the money.
