Solution
You gotta love intel integrated graphics for such issues.

Yes, you need the GT1030 installed to get anything on the monitor.
Clear the bios.
When you power on, a bios will default to a discrete graphics card for bios output if it can find one.

What is the make/model of the GT1030?
Normally, you get a dvi, displayport and hdmi output.

Make/model of the monitor?
What inputs does it support?
If multiple connections are possible, try DP, hdmi, dvi in that order.
Possibly a cable is bad or not fully inserted. HDMI cables are the least secure of the 3.

Some monitors do not autodetect the input source.
Verify using the monitor OSD that the input source is what you want.
