I am making the leap from console gaming to pc, and would like to run most games on the highest settings. If there are any upgrades that would give a significant boost to performance I would be interested. Also I would like to know if this build makes a 4k monitor worth it. Link to parts list below.

Looks good to me.
If you want to go 4K a GTX1080Ti will handle all those pixels as long as you keep the settings within reason ( leave the AA 'AntiAliasing' ) at minimum, or off to start with, it hammers the framerate at lesser resolutions, at 4K it'll decimate them. Also, don't expect to play over 60FPS, few ( if any ) available monitors will go over that figure and without sacrificing a fair amount of eye candy the graphics card won't either.

If you plan on playing fast paced games though, I suggest you go for a 27" 2560x1440 144Hz display instead.
Personally, I'd opt for a IPS Freesync model, Gsync only really shines at low frame rates, once over 50 FPS there's very little difference apart from price. Just set the Vsync option in...

Looks good to me, although you could probably spend less on Motherboard and go to 3200mhz cas14 ram. Also, a full tower case is pretty huge and bigger than you'll need. I'd maybe look into a mid tower.
