First Build. PSU and Video Card recommendations

This is my first building, and i need and advice, the parts are:
CPU:
AMD FX-8350 Black Edition
Motherboard:
Gigabyte GA-990FXA-UD3
Memory:
Kingston HyperX FURY DDR3 8GB
Storage:
1 x 64GB ADATA SP 600
1 x 500GB Western Digital WDC WD50
Video card:
Sapphire 100292DDR3L Radeon HD 5450
Case:
Cooler Master 311

My question are:

• 
  ■ Is this a Good Build?
  ■ What PSU is good for this build?
  ■ I Want to upgrade my video card, any recommends? (200 USD aprox.)

It's not that good of a build since your GPU is way underpowered

There is a decent EVGA 500W for $35 after MIR

For a $200 USD GPU, the only choice at that price point is the R9 270X or R9 270
(750ti and R7 265 are cheaper while the R9 280 and 760 are a bit over $200)

Is 500W good? one friend says i need Corsair CX750M to work with security
My GPU was a gift, i want to upgrade, what price is good for a good GPU?

500W is good enough. I have a build on a EVGA 500W with a 3570k + 7950

If you're really worried, you could get a 600W or even a 750W

For GPU, this is the best bang for buck imo

Corsiar PSUs are decent enough

Corsair has multiple grades of quality and in fact, the XFX one is higher quality than the CX600M but the CX600M is semi-modular

Your case should fit everything no problem
