First Custom PC Build won't boot

Hi, I recently completed my first custom pc. I got the whole thing put together and booted it up and I get nothing. Not even a splash screen. Just black. The CPU, GPU, PSU and case fans are all running.

I'm using a Gigabyte GA-F2A88X-D3H ATX Motherboard, an AMD Athlon x4 860k, the Asus Strix GTX 960, a Ripjaws X 2x8 kit, and a Corsair CX500M PSU and an HDD with pre-existing files running win10.

It's my first build so I don't know much about computer architecture. I would greatly appreciate the help. Thank you.
 


I must buy a new copy, or can I just reset the OEM version of Windows that is already installed? I did a little more research and found the Microsoft Creation Tool. Is it suitable to create a bootable USB using this software, then install it onto the drive.

The problem is that I can't get into the BIOS or any kind of startup options screen. So there is no way that I can boot from USB.
