TL/DR - AMD system has problems with USB. Thinking of getting a new AMD motherboard, or blowing money and switching to Intel processor + mb

I built a budget AMD system but I have two problems with it. Firstly it isn't happy with anything being plugged in the USB slots when it is booted - it will hang for around a minute. Secondly there seems to be a problem with the display - the screen flickers a small but perceptible amount, and text is quite bad looking and jaggy, even with cleartype enabled.
I am at the point where things are going some distance over my initial budget. I took the computer to a local repair shop and he couldn't find anything wrong with it - it wasnt until I brought it back and plugged in the devices that I realised it was those causing the problem - but of course, that cost me £60 for him reinstalling windows and finding no problems. I phoned a second shop, and he told me he was certain it was because of a faulty USB hub, and to buy a PCI-E usb card. This cost me £20, and didn't do anything apart from me having four extra USB ports.
I have posted here, and on the MSI forum, and on reddit. I have been told to disable USB booting in the BIOS and install the latest drivers. All the latest drivers have been installed, and the latest BIOS and chipset drivers. In the BIOS boot order I disabled everything apart from my internal sata SSD drive and internal sata DVD drive. I still get the same problem unless I unplug everything from the USB ports every boot.
I have plugged the USB devices I am using (two powered external 2TB WD hard drives, wifi dongle) into my old desktop that I am replacing, and it just works with no issues. No delay in booting or errors, and the drives are accesible immediately. Same on two different laptops. These other computers have Intel processors. I am thinking about just going way over budget and buying a new Intel processor and motherboard to go with it, perhaps then it will 'just work'. I also noticed my monitor no longer flickers on my old desktop (just integrated graphics like my AMD), and the fonts look fine and smooth. My other option is to buy another motherboard for my AMD processor by another brand and hope that it was just the cheap motherboard that was the problem. This means about £40-£50 rather than £130 if I decided to switch to Intel.
What would you do?
