Recently, I have been saving up lots of money to start to purchase my first PC, as an upgrade to my old Inspiron. There's not much else to say for me, but is there anything I should change? If so, pleace specify.

CPU: i7 8700
MoBo: AsRock B364M Phantom Gaming 4
Ram: Corsair Vengeance LPX DDR4 2666Mhz 16gb 2x8gb
GPU: EVGA GeForce RTX 2060 Super XC Ultra Gaming
SSD: Crucial P1 1 TB M.2-2280 NVME SSD along with a Seagate Barracuda 2 TB 3.5" 7200RPM HDD
Power Supply: Corsair RMx 650 w 80+ Gold
Case: Thermaltake Versa H18 TG
CPU Cooler: Cooler Master MasterLiquid ML240L RGB 66.7 CFM Liquid CPU Cooler

All in all that is not bad at all and fairly well balanced. I see that you will not be overclocking and thus the 8700 which is more than okay though.....

The 9700 is not that much more than the 8700, I believe there is only a $25 difference:

Of course you could go the AMD Ryzen route in the 3600 and save a quiet a bit more though the 9700K will be a better on the FPS front.....

For 65w non overclockable cpu, 240 aio is not really required. A good small air cooler would also do.

Are you more of a AAA games 1080p 60fps person who wants all the eye candy or a 120fps cs go gamer?

Plan on upgrading further/want an upgrade path?

Which monitor do you want to game in?

I would go for an AMD build..... dont know about your country but in at mine the i7 8700 is at the same price as ryzen 7 3700x,which is a better and futureproof CPU. Also overclockable. So in my opinion should switch platform and go to 3700x with a x570 motherboard. In this case keep the ML240.
If you are sure you want to go for the 8700, you could drop the water cooling to even a cooler master 212 evo.
Also, buy 3200Mhz ram instead of 2666. You should be able to overclock to 3400+
