First gaming rig and I need input!

Hello! I am looking into building my first gaming PC. I need the money but first I am looking for an estimated price of it in the long run.
Specs:

I have a few questions about the parts:
1) Are they all compatible? It says they are, but want to be %100 sure.
2) Are they all good components? Do they function well, and if not are there any other options that are better for a similar price? I wasn't sure about my GPU and my CPU.
3) I want Windows 10, but it cost more to get, so I went for the cheaper Windows 8.1 and then thinking about doing the upgrade afterwards. Is this a good idea? I have Windows 10 on my laptop is there a way to get it for free on this?
4) Do I need to get case fans? If so any ideas on some cheap, quiet, good quality ones?
5) I already have a mouse and monitor.

Thanks in advance for any support you can give me! I am a young teen with about $70 (I better get working for some money) so I really want this to work without any problems!

You don't need the thermal paste at this time.

That's a decent low power-use GPU, and you need it with that PSU.

The parts are compatible. If you put this together, it will run.

It's a decent AMD build. The PSU limits future growth.

There are a lot of efficiency changes I would make, starting with the case and PSU.

Same system cheaper and better. Case includes two fans.
