First overclock power issues.

I am brand new to overclocking, despite the fact I have building my own pc's for the last 25 years. I have looked at a few guides and know I need a lot more info to get where I need to be. However one of the questions I have is this. I am watching CPUID HWmonitor and under powers I am seeing the power go from .75 watts up to 20 watts. Is this normal? My PSU is a 750w corsair and it is about 10 years old now. Should I upgrade this? I am using an I5 4690k and cannot seem to clock at all. I get freezing even at 3.6 Ghz. Any help would be greatly appreciated. Thanks.

Solution
You can likely find an OC review (effectively a tutorial, as they cover potential sticking points with a given board) of your CPU and/or mainboard by searching at HardOCP

you are overclocking it manually or Auto? which motherboars you have? and 10 year old PSU? wow

Motherboard is a Gigabyte Z97X-Gaming 5. I am also trying manual. Yeah Corsair makes a very nice PSU. However this one isn't rated that I can see and its non modular 750W.

Okay I will definitely check that out. Might find something that makes more sense to me. One of the hardest problems I am having is just the fact that I don't understand all the settings and most of the guides I see just go WAY over my head.
