Question First PC Build,I keep getting Kernel 41 and don't know what is causing it

I keep getting Kernel 41, no other details (case=0), indicating a power failure. I checked my drivers, mobo, power settings, turned off quick start up, etc. What I've found is that the issue starts when I'm using power beyond a certain threshold (ie. starting a game, youtube and chrome tabs, different programs) or a certain amount of time passes when operating (BIOS can be open indefinitely). However, after one restart, it will consistently happen, with my system restarting into POST every time and failing Windows startup. I checked all of the software possibilites, including fast startup, drivers, etc, and tried running it with a new psu and ram sticks. The results were the same. Could it be a motherboard circuiting problem?
While troubleshooting, I tried a system check with the prime number program but had it instantly crash.
I am suspicious that it might be CPU over heating, but with a good cooler and 3 case fans, I am dubious.

Ram is in A2-B2, All parts listed are new.

Yes to both: I have both cables in securely, and I have Asus Armoury which is telling me I have the most up-to-date BIOS and drivers available
