First PC Build, need suggestions and tips.

I need some suggestions and tips, this summer I intend on buying and building my first PC, but I have a very limited budget. I am going to wait at least until the 4th of July to see if there will be decent sales on PC parts, but if not then I may buy parts as they go on sale or wait until Black Friday / Cyber Monday (if I can have that much patience, i'm really excited about this build)

The only limiting factor is my budget, in which I don't think I can go much over $400, and I know to get a decent PC build you need $500.

I don't need tips about socket types and speeds and storage space, I know what most statistics mean, I just need tips about how to find good deals, where to find them, and the best time of the year to buy PC parts. I also could use some suggestions and tips on better deals for parts that are as powerful if not more powerful than what i've already chosen.

Here is the part list that I am looking at right now:

CPU - Ryzen 5 1400 (4 core, 3.2ghz)
MB - ASRock A320M DGS (MicroATX, AM4)
RAM - Kingston 8 GB stick (just one)
HDD - Western Digital 1TB 3.5" 5400RPM
GPU - EVGA - GeForce GTX 1050 ti SC Gaming ACX 2.0 (4GB version of 1050 ti)
Power - Logisys 480w ATX power supply

I also may buy the Zalman ZM-T1 PLUS MicroATX case

I saw that the AMD FX-9590 is a much more powerful CPU and about $50 less than the Ryzen 5 1400, but it makes up that $50 very easily because you have to buy your own thermal paste and liquid cooling, which is not something I can really afford.

Once again, tips and suggestions on what to buy? This cost is looking around $488 as it currently stands, but these parts have been picked off of Pcpartpicker and so I am having to manually monitor amazon prices in comparison. I can at most go to $430-435 but nothing over that whatsoever, so I am really depending on a sale and your suggestions. I'd appreciate it if you guys could suggest cheaper but equivalent in terms of power and efficiency parts and good sites with good deals, and perhaps an idea of when the next big PC Parts sale is. Basically, I'm looking for anything that will help me knock down the price while still being able to upgrade the PC.

As a general idea of what kind of games I am building this for, I am aiming to play games such as the upcoming Mount & Blade 2: Bannerlord, Cities Skylines, GTA V, Payday 2, Kerbal Space Program, and various other games that are related.

Thanks for any help you guys can offer!

Solution
I support Dragor his build except the single ramstick, should be dual channel.

Do not get the logisys or the fx9590.
I have never seen postive stories about the 9590, and more than 100 threads about problems with it,

You can play all games with ragor his build and its upgradeable !.
With such low budget, there is only one choice: G4560

Just from a quick look, that processor, while it does get me within the price range needed, it also sacrifices a large amount of quality and performance when running these kind of games. I compared it using cpu.userbenchmarks.com and game-debate.com to the ryzen 5 1400 and also i tried to see if it would run well with the 1050 ti 4GB, but the CPU would bottleneck the GPU.

I've also stated that I'm looking forwards to a sale or sites to find the best deals, so it is not 100% required for the price to be within $420-30 range right now. I'm willing to construct a part list that goes over that amount but will easily drop down to that price range when there is a big sale.

I'm not willing to sacrifice a large amount of quality and performance, especially when it will bottleneck other parts of the system.

Although, I could be entirely wrong about this, and the g4560 would be another good alternative.

Edit: Here are my links that I used to compare the two CPUs.

Do not, and I repeat do not buy a Logisys PSU. I know on that budget your choices are limited, but buy a Logisys power supply and you'll be looking at spending $450 on another rig in six months. Also do not buy an FX 9590 either - it's 4 years old now and it's one of the worst CPUs on the market. It requires at least a 1KW PSU and a monster cooling solution, and is also very finicky about motherboards. Avoid the 9590 like the plague, I can't stress that enough. This is what I would suggest for around $450:

PCPartPicker part list / Price breakdown by merchant

CPU: Intel - Core i3-7100 3.9GHz Dual-Core Processor ($109.66 @ OutletPC)
Motherboard: Gigabyte - GA-H270M-DS3H Micro ATX LGA1151 Motherboard ($80.99 @ SuperBiiz)
Memory: Corsair - Vengeance LPX 8GB (2 x 4GB) DDR4-2133 Memory ($66.99 @ Amazon)
Storage: Western Digital - Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive ($48.44 @ OutletPC)
Video Card: EVGA - GeForce GTX 1050 2GB ACX 2.0 Video Card ($99.99 @ Newegg)
Case: NZXT - Source 210 (White) ATX Mid Tower Case ($46.50 @ Amazon)
Power Supply: SeaSonic - S12II 520W 80+ Bronze Certified ATX Power Supply ($39.98 @ Newegg)
Total: $492.55

Logisys. Stop there. There's no way you'll ever want any Logisys PSU. You can find many of those blow up PSUs on YouTube to convince yourself.

A good option is to buy a 2nd hand GPU. GTX 970s cost only $120 and performs similarly to a GTX 1050 Ti.

I think you may have those prices mixed up, 970s cost $300+, 1050 Ti is $120.

Not used. A used 970 will cost you around $120 while a used 1050TI will cost you about $60.

And I agree with everyone else about the 9590 - easily the worst CPU ever released. An i3-7100 while it may be dual core, is a far better purchase than the R5-1400 and the 9590.

That benchmark is interesting because it doesn't list the i3-7100 but it shows the 7350K being better than the 1500X.

It starts out at a higher clock speed, and in some titles it took overclocking to match/beat an R5. The initial cost of the R5 1400 is cheaper though, as the stock wraith cooler can supposedly handle at least a minor overclock. Dual core gaming, even with hyperthreading, days are numbered, imo.

Yeah I don't think I would buy a dual core for gaming at this point. The R5 seems like a better value.
