First PC build!

Some time ago, I decided, after a long time of having no desktop around, that I would get into PC-gaming again.
Me, being the noob that I was, looked more at the relatively decent price (so I could get the PC and game ASAP), instead of diving in deeper to find out what I needed etc..
Right now I am very happy with the desktop, but performance-wise it isn't quiet what I'm looking for.
At this moment I can play AAA games like BF4 and The Witcher 3 at no higher than 60FPS on minimal settings.
Seeing as I might start streaming/making video's later, and want more performance, I need to upgrade my build.
My choice is to save up enough to actually build my own PC instead of upgrading this pre-built one, because it is very hard to upgrade and very limited.

My current specs are:
CPU: Intel i5-7400 @ 3GHz (3.5GHz)
RAM: 8GB DDR4-SDRAM
GPU: Nvidia GeForce GTX 1050 Ti
Memory: 1TB HDD & 500GB SSD

So now for my future plans, I want to assemble a high-end gaming PC, I just have no idea what to actually buy or look for.
I also don't really have any idea what amount this would cost and I've never built any PC before.

To make everything run smoother, I answered some questions for general info:

Location

The Netherlands

Budget

The main reason I'm posting this thread is to find out what kind of budget I should be working towards.

But I guess my main aim would be around 1500EUR

Aim

As stated above, I want to use it for high-end gaming on relatively good graphics, whilst still getting a smooth FPS rather

Monitors

I plan on buying a second monitor first (seeing as my current runs at 60Hz).
So at least 2 x 1080p monitors, 1 at 60Hz & 1 at 144Hz

Peripherals

If I were to build my own PC I would need to buy the OS separately I guess,
Any other peripherals I already have in my possesion

Why are you upgrading?

As stated above, my current pre-built gaming-PC is decent, but not exactly what I am looking for,
I want higher graphics at a higher frame rate, perhaps with a bit of streaming/video-editing (but those are potential plans)

What tips can you give me? Are there any standard builds out the to use as a "hold-on" whilst building my own?

Also any tips for beginning PC-builders are always welcome.

Not sure about pricing in the Netherlands but I think maybe look at a gtx 1070, Ryzen 1600/2600 with a b350/450 mobile, 16gb ram, keep your current hard drives and maybe an evga G2 650w psu.
