Okay so I am interested in building a PC with all the great games coming out this year it's gonna be hard to just stick to Xbox one so! I would like to have a Budget for about 1200-1400$ INCLUDING Mouse, Keyboard, Windows 10, Reliable Virus protection, and Monitor (don't need to add this, it's pretty flex since I can buy good ones around my city or for really good sales at Best Buy) . My currency is CAD so please if you can try and stay around Amazon.ca, cause our dollar is absolute sh*t right now. I'm interested in playing RTS like total war: war hammer, Civ VI ( when it's released) other games that are heavily able to be modified such as: Skyrim, Fallout 4, Minecraft. I would also like to get into WoW and might play ESO if I'm able to transfer toons onto PC. I would like to have pretty good graphics as well. Those are just a few games to help you guys with what I like so I don't over-buy parts that aren't necessary for my interests! I would go into the contests for the best builds sticking to certain budgets but I don't know a whole lot of anything about PCs so if anyone can make me a build, and then message me to thoroughly explain the parts, why I need them, what they do, that would be great! I know I can alternatively do the research but like I said I have no experience with these things so it's like speaking another language. Your time that you will invest into this noob here is greatly appreciated :)
TL;DR
I'm new to computers, have absolute zero knowledge. Budget 1200-1400$ (CAD) including mouse, keyboard, Windows 10, and Virus protection.
Want a good quality experience with games at ultra/high settings with little to no frame rate drop, and heavily modified games to run smoothly. Would appreciate why you built it the way you did and what the parts do so I can get educated.

cpu+gpu= max out everything 1080p.
ips monitor for great vieuwing angles and colour,also great for gaming.
quality powersupply.

300 left for keyboard mouse to prefence aswell as osx and antivirus( get ESET or bitdefender)
