I think you can give around 600$ and take something like this. Also for around 100$ for CPU i think FX-6300 is the best value for money.

Would the intel or AMD be better?

This intel CPU is good for games but you have to overclock him. The good think with this is that you can upgrade it later with a high-end CPU like I7-4790k or the 5th generation intel next year.

If you dont plan to overclock your CPU go for the AMD.

Yes, but it's temporyary. As soon as you upgrade it, it will CRUSH any AMD build.
