How does the post test work? and how long does it last?

the bios looks for attached hardware if it finds the minimum required hardware to successfully boot then it boots

lasts seconds--depends on your hardware how long but under 1 minute

once the display turns on can you simply tap the two pins and then turn off the psu? is this not safe or is there a way to power off safely via bios. thanks.
