Yes.
Guideline for looking into such situations:
_If_ there's no first/double strikers involved when you go into combat-damage
step, then there will only be one combat-damage step that Combat, even if
someone gains one or the other -during- the step.
If there's first or double strikers involved when you go into combat-damage
step, then there will be two steps, AND _only_ the first and double strikers
assign combat damage in the first step. In the second step, surviving creatures
that have NOT YET assigned damage, plus surviving creatures that currently have
double strike, are who gets to assign damage.
So if there are going to be two steps anyway, and something gains double strike
after the first step has started but before it ends, that something does get
to assign combat damage in the second step.
