Question First time 120-144Hz build, will this play most games at 1080p120fps High-Ultra?

My desire - Play almost any game released between 2014-2018 at 120fps+ at 1080p on High-Ultra settings
Play new games 2019-2021 at 1080p 120fps+ at HIGH settings.
Really important to me to minimize 1% drops as much as possible.

I currently have a 4690K/1070/DDR3 16GB build, so I obviously need to move to DDR4, new CPU and probably new GPU as well, but I can keep my case, SSD drives, and cooler to offset some costs.

My budget for new build would be $700-800, with $800 being a firm ceiling I really don't want to go over.
I'm prepared to sell my GTX 1070 for $150-200 to help finance new build.

My thoughts for new build is:
CPU - AMD Ryzen 2700x (or maybe new Zen2 Gen 3 CPU depending on cost) $220
GPU - RTX 2070 (probably ASUS Strix or MSI Gaming Z) $500-$520
RAM - 16GB DDR4 2667Mhz-3000Mhz speed $100
MOBO - MSI Gaming Plus or any similar feature set $125

Add in my current case, tower fan Hyper 212, 256GB SSD for boot drive, and 500GB SSD for gaming drive
I have a 650W Gold PSU from corsair

Any thoughts or critiques? Is a 2700x and RTX 2070 enough to hit 120fps at 1080p in games like: Witcher 3, Rise of the Tomb Raider, Deus Ex Mankind Divided, GTA V, AC Origins, Ghost Recon Wildlands, Dishonored 2, Prey and things like that
 
If you buy yourself the 2070, then you may not need to upgrade the rest of the system

just look at the top for the 2070 in the list, then look at the 1070 you already have, do you get that many frames? if not, take that many frames off of the 2070 (for rough guess of fps)
