First time build, constant lag after setup!!??

First time PC builder, first time anything for PC's.
Recently built PC, this build is a high end one, build went well everything worked, installed windows and downloaded all the drivers i thought i needed.

The problem is it gets spikes of lag even when no programs are running, mouse lag, typing lag, even worse when I'm downloading something. not sure if there is some driver I am missing, something I did incorrectly in the bios or if there is a general mistake with the how i built it. (BTW when i play any game eg Witcher 3, rocket league there is no lag and runs amazing)

I have downloaded; all windows updates, all motherboard drivers, cpu chipset drivers, gpu drivers.
Task manager doesn't show any bottlenecks in processes.

Build
CPU: Ryzen 7 1700
MotherBoard: Gigabyte AX370-Gaming K3
RAM: 16GB Kingston 2133 DDR4
PSU: Thermaltake 850W Toughpower Grand RGB (80+)
GPU: Gigabyte 8GB GTX1080
Running Windows 10
Monitor: AOC 1080 Free-sync gaming monitor

Bios has been updated as well.

disk usage spikes rapidly in task manager and the cpu usage spikes to 25% on the odd occasion too

GTX 1018? anyway try switching the graphics card from the intergrated to the high performance option for a app such as chrome and tell us the cpu usage and how much ram is available to you via task manager (Ctrl + Shift + Esc)

your sure that your system has access to all 16gbs of ram? also unplug any unnecessary usb devices

It can be any of these things: Drivers not up to date, Bios , programs in the background and unecessary usb devices.

(im pretty new to pc builds to so im just trying to help)
