Specs : MB: MSI Mortar Arctic 350m CPU: Ryzen 5 1600 3.2 Ghz 6-core Video Card: MSI - GeForce GTX 1060 6GB 6GB ARMOR OCV1 PSU: SeaSonic - G 550W 80+ Gold Certified Semi-Modular ATX Power Supply Storage: Crucial - MX300 525GB 2.5" Solid State Drive Memory: ADATA 8gb (2x4gb) DDR4-3000

So I put it all together, it booted nicely. I flashed the bios from the most recent update for my MB from the MSI website. Then when I tried to boot from the bootable USB (used the program UNetbootin) with the Windows 10 ISO it came up with the error message: "BLInitializeLibrary Failure 0xc00000bb" and won't move on from there.
I have tried:
- turning on and off
- formatting the USB and recreating the bootable ISO
- downloading a fresh file for Windows 10 and making a new bootable ISO USB
- taking out the CPU to check for any bent pins
- tried booting with each single RAM in the primary slot
- clearing CMOS

Solution
Use rufus http://rufus.akeo.ie/

Put a flash drive in select GPT for the partition since it's got a UEFI BIOS. Add ISO.

Wait for it to finish boot from flash drive. Get to the setup screen delete all partitions if they're there. Install Windows
