the 4890 is not better than the 285 the 275 competes with the 4890
i would not go with the Q9550 the amd p2 is better in this price range and the 775 socket is dead and will not get any new cpus wile the am3 is a new socket and will most likely more cpus so later you can later upgrade the cpu
(+1 for amd p2 i would get amd p2 or intel core i7 well if you took a look here
http://www.tomshardware.com/reviews/radeon-hd-4890,2262-7.html you will find that ati 4890 is just less than the gtx 285 in performance with 2-4 fps so i don't think that the 2 or 4 frames worth 100$ more
anyway here is a verygood i7 build that won't cost you much
it is for 1310-80 mail in rebates=1230$ without a cooler and without shipping but it is an i7
