First time build should I go with 1070 with i3 coffee lake or 1060 with i5 coffelake

Depends what you will use it for, however a few things to consider.

For both builds, get a better quality PSU.
For build 2 you can save some money: You don't need a Z370 board for a non K CPU, get a good and cheaper B360. You can also (Maybe) save money on the RAM and stick with 2666MHz RAM for non K CPU.

Based on you previous advice on build 2 I have went for Gigabyte - B360 AORUS Gaming 3 WIFI ATX LGA1151 Motherboard and have decided not get slow ram because it will only save about £18 . I will mainly be gaming and I am not sure if the i5 will be bottlenecked by the 1060
