Question First time build -- system won't turn on - White BOOT LED

I just put together a new PC and am having issues booting up. I am following the troubleshooting steps here: msi.com/support/technical_details/MB_Boot_No_Display#txt04 -- and when I only plug in the CPU and single stick of RAM I get a solid white VGA light and no display on my monitor (AOC 27G2). I then put in my graphics card and turn on and it gives me a solid white BOOT light.

I should note that I had MSI factory upgrade my BIOS via the RMA process to make the mobo compatible with my Ryzen 3600. The next step in the troubleshooting recommends a BIOS reset and to remove the CMOS battery. Can I do this or will it make the mobo no longer compatible with the CPU?
