1st time posting her and 1st time building and I'm going for kind of a higher-end budget build if that's even a thing.

PC Specs : http://pcpartpicker.com/p/nmKT6h

ps. There is no case that I'm planning to use on the pcpartpicker so I used the Z3 as a place holder and my budget is around 750-800

So I have a few questions :
1. Is the GTX 970/R9 390 + i5 4460 a viable option ?
2. Is this a good enough PSU for this system and this GPU (some say its not some say it's ok and pcpartpicker says it's ok apparently)
3. If that GPU+CPU isn't a good combo / if that PSU isn't good enough what should I use as replacement.
4. Im planing on using the Zalman R1 (not the Z3) so will the Sapphire 390 fit into the case.

Sorreh for the wall of text.

Solution
1) Yes, an I5-4460 with a 390 or GTX 970. I myself own an I5-4460 and an R9 390. however, I'm unsure why you're getting an I5-4460. It's two generations old now. You should be getting an I5-6500 or I5-6400.
2) Yes, XFX is high quality.
3) Same as question 1?
4) Yes, it'll fit in the Zalman R1.

However, I don't know why you're getting a mini ITX motherboard (for really small cases) in a large ATX case. You should change that.

I live in EU in country where the CPUs like the i5 4460 are still kinda expensive soo thats kinda shit but ya I could go a bit over budget and get a newer gen cpu.
Same reason why I went with this mobo and case. I like the case alot and the mobo is cheap and kind of in the darker/black and white color scheme.

Ty very much for the fast respons and sugguestions !

1. Yes

2. Yes

3. ---

4. Yes

However, you should do a couple things before you build this:

What's the point of getting an ITX motherboard?

You should get 1x8GB RAM just for upgradibility.

That is a horrible SSD.

120GB is not going to be enough storage.

I'd recommend this:

PCPartPicker part list / Price breakdown by merchant

There's not really a big difference between single channel and dual channel.

They are both great units.

With the V300 series, Kingston pulled a bait-and-switch, where they made the SSD slower, and manufactured it for cheaper, so they would make more of a profit. PNY also did the same thing.

It technically doubles the frequency. It can boost performance. It's best to think about what will help him most now rather than 2 years down the road.

The XFX has tighter ripple.

Ah ok, there is no big difference in price between those 2 SSDs so i'll take ur word for it and i'll check some mATX board prices to decide what i'll get but is there any other really big cons with h81 and ITX boards aswell or only the size in this case and like 2 slots for RAM and 1 gpu support ?

an Samsung 850 Evo 128Gb is sweet. And you will probably regret buying a 4th gen Processor, you should really save some money and try to stick one or two gens higher. There is aswell the new Nvidia structure coming its gona be a bomb if you patient you could wait a bit more and save some money :/

ITX boards are generally more expensive than Micro ATX boards. Also, as you said, ITX boards don't have a lot on them. H81 has no issues, I just switched your CPU from Haswell to Skylake, and in turn, switched your motherboard from H81 to H110.

Not necessarily, AMD Polaris for all we know can surpass Pascal in terms of performance/price. And that's too long to wait, 6 months.

Samsung SSDs are more expensive than others.

I guess you forgot about AMD's Polaris and Arctic Islands. Also, you can always upgrade.

Need to break this quote chain. Ya I live in Croatia and it has prices of a 3rd world country. The mobo's price isn't evsn that bad here but the skylake processor is like around 80 dollars more expensive here than the 4460. FeelsBadMan

Well, in that case, you can just stay with Haswell. It's not much of a downgrade.

I think that amd had really trouble to keep up with Nvidia (on this gen) maybe the scores are almost same but the nvidia does Use less power, heat less, looks better, and there is this premium nvidia drivers and software. I do recommend on this generation Nvidia all the way, just giving it heats MUCH less and consume less it will last logically longer

Not at all, AMD's perfectly competitive in the GPU market. Let's not forget that just a year and a half ago Nvidia's GPUs were using just as much power. AMD drivers are perfectly fine. Power and heat are usually just excuses, what's really important is performance/price and AMD beats Nvidia's GTX 960, 970, and 750Ti in that segment.
