That PSU is surely overkill. 1350W for only one GPU is entirely too much, unless you plan to upgraded A TON in the future. If you were gonna use that much money on the PUS, redirect some of it into a small SSD for the OS and an aftermarket cooler such as an Cooler Master 212 EVO. The GPU also probably isn't quite at the level of your CPU, so you may want to consider buying a more expensive GPU or a slightly cheaper CPU. Caution: If you decide on another Intel CPU, make sure the socket stays the same. For instance, if you decide on an I5-3750k, the socket changes from LGA 1150 to LGA 1155.

What would you recommend I get if I change out the power supply for a smaller one?

Something like that should suffice, and it is also modular, which is an added convenience.

What is your budget?
For a gaming rig, a lot of this stuff is overkill:
1. No need for i7. i5 performs the same at a cheaper price.
2. No need for 16gb of ram. 8gb of ram is plentiful for gaming.
3. PSU is overkill.
4. Asus Sabertooth is overpriced and over-rated.

This intel 5 Intel Core i5-4570S Haswell 2.9GHz LGA 1150 65W Quad-Core Desktop Processor Intel HD Graphics ?
Also what mother board would you recommend?

OK so I picked the Intel Core i5-4570S Haswell 2.9GHz LGA 1150 65W Quad-Core Desktop Processor Intel HD Graphics will that do the trick?

Well if you want to overclock, you want to i5-4670k.
Then you can drop down the motherboard to a Gigabyte GA-Z87X-UD3H.
Grab 2x4gb of RAM rated at 1.5v, 1600mhz, and CAS 9.
Drop the psu to a 850w psu from XFX, Seasonic, or Corsair.
And upgrade the gpu to a GTX 770.

OK I did all of that will this be a decent PC or no I need a big budget?

Oh ok I changed it out for a Intel Core i5-4670K Haswell 3.4GHz LGA 1150 84W Quad-Core Desktop Processor Intel HD Graphics will that do the trick?

As long as you have a Z87 chipset motherboard to go with it, you should be good to go. If the 4670S is considerably cheaper and would save you money, I would go for that, as you would not see much of a performance drop (at most 5fps for any given game)
