Okay, so here goes.

Currently I have a GTX 970 ASUS Strix OC, a A960D+ Biostar MOBO, 8Gb ddr3, 650W RoseWill, PNY SSD 224Gb, a 224 GB hdd, and 8 Core AMD Vishera Black Edition 8350. (not OC currently)

My issue, the MoBo is CRAP. I bought the mobo and cpu and case already assembled. (for like 300) Yeah. I screwed up. The mobos VRMs constantly overheat, dropping my CPU multiplier from 20x to 7x every thirty seconds during heavy gaming. One second Im seeing 100+ FPS in newer games, next second i drop to 20-30 if that. then a few seconds later back up to 100+. I need to either A: Remove and reuse the CPU, replace into a new mobo with better VRMs, and get better consistent performance OR B: Buy a new CPU and Mobo, and entirely redo my setup.

Heres what I have room for. I can buy a new case. (*in fact, I want to, this one looks like shit, and my computer is obviously overheating. I live in a hot state, and my house stays real warm most days. 76F or more daily.)

I want to buy a new Mobo in the least.

I have 700 dollars to play with. A new graphics card is probably out of the question, but if I keep it cheap enough, I can buy a second GTX Asus Strix for around 150 from a friend of mine. Then I could do SLI. But thats only if I dont need to purchase both a new mobo and a new CPU.

Heres the issue. I have never EVER put in a new CPU, and Im really afraid of screwing this one up if I try to replace it into a new mobo. I read somewhere that you need to clean it with 100% alchohol and then let it dry (or dry it?). Then apply new heatsink gel, and then place into new Mobo (AM3+ socket for this CPU) I also hear that doing water cooling is difficult for a first timer.

Also, if I get new mobo and cpu, does that mean i have to reinstall my OS? if so, that needs to be factored into price

So TL;DR
I want to redo my setup, but I dont have the skills yet to do it myself. I need some help with how to probably seat CPUs, and also a parts list that stays below 700 dollars, that will give me a stable gaming performance.

If you have $700 to play with wait till Ryzen and get the hell away from AM3+ seriously its out dated and isn't future proof in anyway, Its already lacking in performance compared to anything intel, But Ryzen looks very promising and for $700 you can get a very good Ryzen system.

Ryzen launches in about 2 weeks - 4 weeks The CPU's are showing to be about even with Haswell CPU's or better, And they are very cheap, I believe the 6 core 12 thread CPU is like $300 or so.

Anyways upgrading to Ryzen would require: Waiting for launch, CPU, AM4 Motherboard, DDR4 RAM and more than likely Windows 10 (I can't confirm windows 10 being needed) Overall $700 will get you this and you will more than likely love the performance.

Can you give me a site that shows pricing options for the Ryzen?
Also best AM4 board for the money?
Same with the RAM
Win 10 is 139$usd on Amazon

Will I also need to get a CPU cooler? my board currently is aircooled (CPU is, the GPU is Liquid cooled) and my case has a total of four fans one top, one front, one back and one on the PSU, plus the fan on top of the CPU

^ this may not be 100% accurate

I can't say what AM4 motherboard to get yet I'd say wait till launch to figure that out.

As for DDR4 RAM any will work just fine 😛 Corsair Vengeance is very good.

And Ryzen will come with a stock cooler yes, Will it be good? No idea. But any after market cooler you have now will not work with it, There will be new CPU coolers to come out and some CPU coolers out already will have new backplates etc coming out to work with Ryzen CPU's

Ryzen looks promising, but remember what AMD said about previous generation CPUs prior to their launch. I would just wait until the CPUs are out and benchmarked, and motherboards have been reviewed before recommending. I am not on the "wait for Ryzen" bandwagon given AMD's previous track record. Everything that's been floated about right now has been nothing but rumors and speculation. Until we actually see a Ryzen CPU on a store shelf, I am saying "wait and see" before actually recommending buying.

I appreciate the answers so far, this is a difficult upgrade for me, as I dont have enough to buy a new GPU, only enough to upgrade the memory and cpu mobo combo. Does anyone know of a really good, must be dumb as hell not to be able to pull off, tutorial on cpu heatsinking?

Im really taking a look at this, and I believe this may be the best solution (i like the case by the way, although i have no idea how to use liquid cooling pumps, or how to install liquid cooling) what would the price be after a compatable OS and thermal paste? and also....how do i go about installing thermal paste 🙁
