I'd buy thishttps://www.newegg.com/Product/Product.aspx?Item=N82E16817139147&cm_re=550W_PSU-_-17-139-147-_-Product instead of the 450W. Sure, it's perfectly capable of powering your system. Let's say you want to upgrade to the 2070 in a year or so. You will need to buy a new PSU in addition to the GFX card. The 550W will be less expensive in the long run and tje PC will be ready for upgrades.
