Do I need windows before I can use any RGB software?

You will need windows in order to use the PC. If you dont have windows you can buy a key, or if you have a windows 10 PC/Laptop then you can create a media creation tool to install windows 10 on your new PC.

You are wasting 3600MHz memory on that setup, to use all it's speed you need 2nd gen Ryzen and 400 series chipset.
